Welcome to ICPE

Until this day, ICPE remains the sole intergovernmental organization headquartered in Slovenia. More than 40 years ago, on 24 April 1974, ICPE was founded as the International Center for Public Enterprises in Developing Countries by the Government of the Socialist Federative Republic of Yugoslavia, following the initiative of the United Nations (UN) and with strong support of the Non-Aligned Movement (NAM) and personal commitment of Academician Mr. Anton Vratuša, PhD, the then Vice-President of the Federal Executive Council of Yugoslavia.

It was a time of enthusiasm, emerging new states in the wake of decolonization and an orientation towards the “New International Economic Order”, which would strive to reach fair and economically balanced relations between the “developed” and the “developing” worlds. Strong and efficient public enterprises proved to be one of the key pillars of good governance and building of the economies in the relatively fragile and weak countries of the global “South”. ICPE grew on these ideas. Already in 1976, only two years after it was registered as a Yugoslav organization, following the expressed interest of many NAM members, ICPE was transformed officially to an intergovernmental organization of its member states. 30 states and 9 observers were present at the founding conference in March 1976. By the 1980, ICPE had initiated seven successful programs, research, seminars and trainings in the field of public enterprises, some of which were carried out comparatively in several member states and were financially supported by the UN agencies.

The first ICPE – IPE Advanced Leadership Programme concluded

On Friday, 12 December 2014, the first two-week Advanced Leadership Programme (ALP), organized in cooperation with the Institute of Public Enterprise from Hyderabad, India, concluded successfully with a visit to the United Nations in Vienna and a meeting with UNIDO (United Nations Industrial Development Organization) representatives. At the UNIDO, Mr. Jacek Cukrowski, Unit Chief, UNIDO Capacity-building Institute and Mr. Alois Posekufa Mhlanga, Industrial Development Officer in the Renewable and Rural Energy Unit, Energy and Climate Change Branch presented to the ALP participants general information about UNIDO, its structure, main programs and projects (especially with India), plans for the next period and modalities for cooperation. In a lively discussion after presentations they exchanged views as well as information about UNIDO trainings, renewable source of energy and green technologies.

The program included lectures by renowned public figures, Government of Slovenia representatives and academics, visits to the European Commission representative office, Government of Slovenia and Municipality of Ljubljana offices, the Regional Development Agency of the Municipality of Ljubljana, presentations at the Faculty of Economics, University of Ljubljana, Faculty of Computer and Information Science, and the Jožef Stefan Institute, as well as field visits to selected Slovenian enterprises and industries (e.g. Petrol, ZRMK, HSE, Port of Koper, Hidria, DARS).

The program provided firm ground for future joint endeavors and the ICPE ADG, Mr Janez Podobnik, and IPE Director, Mr Ram Kumar Mishra, already expressed their commitments to continue the revived cooperation between both institutions in the field of trainings for the public sector enterprises’ representatives and conferences or symposiums (following the January 2014 joint conference on Public Private Partnerships). At the closing ceremony the participants were awarded joint Certificates of Participation by ICPE and IPE.

ICPE thanks the IPE secretariat for the invested efforts to see this first ALP through and the participants of the training for their active participation.
