Background and Strategic Rationale
The International Center for Promotion of Enterprises (ICPE) has a longstanding commitment to fostering socio-economic development and international cooperation among its member states.
Over the decades, ICPE has gone through several rejuvenation attempts aimed at adapting its operations to achieve self-sustainability in the evolving international landscape and the changing needs of its member states. Despite these efforts, previous strategies were found insufficient in fully addressing the relevant contemporary challenges faced by member states, thus limiting the engagement and sustained interest of member states in ICPE’s activities.
In the period preceding the last ICPE Council and Assembly sessions in 2019, the organization predominantly focused its programme activities on conducting on-site training for member states in the form of short term seminars, workshops and long term (MBA) programmes, and organizing international events, along with its flagship publication, the academic journal Public Enterprise. However, particularly after the COVID19 pandemic it became clear that revenue generating activities cannot be based on training-based initiatives to attract and sustain the interest of member states, whose evolving needs demand more dynamic and outcome-driven engagements.
In response to these observations, and in line with its founding mission,
ICPE began to chart a more innovative course, positioning itself as an executing institution capable of designing and implementing actionable, goal-oriented projects for its member states. At the same time, ICPE remains dedicated to cherishing its legacy as a knowledge hub in the field of management education, continually refining and evolving the content of its programmes to address contemporary realities. Through a balanced approach that combines deep-rooted tradition in capacity building with a renewed emphasis on tangible project execution, the Center seeks to maximize its impact and ensure that member states gain measurable benefits, all while reinforcing ICPE’s role as a trusted source for enterprise development and cooperation.
The ICPE has accumulated substantial expertise in organizing international conferences, seminars, workshops, and other high-level forums, offering Member States and partners opportunities to exchange best practices, foster networks, and elevate policy dialogues on critical topics pertaining to public enterprise and socio-economic development. Historically, such events have played an important role in increasing ICPE’s visibility and convening power, while also enabling in-person interaction among a diverse array of stakeholders, including government representatives, academia, and the private sector. Nevertheless, recent operational assessments suggest that allocating significant resources and staff time to large-scale, in-person gatherings may no longer align effectively with ICPE’s strategic objectives. As a result, current planning increasingly favors digital and hybrid formats for deliberations, allowing broader, more cost-effective participation from geographically dispersed Member States, alongside targeted co-organization with established event partners. Although ICPE’s experience in conference organization remains an asset, such engagements may not constitute a central pillar within the proposed program framework going forward.
In parallel with this reframing the ICPE remains dedicated to strong advocacy for enterprise promotion and the facilitation of economic diplomacy among its Member States.
Such advocacy may include the arrangement of targeted business delegations, both virtual and in person, through which enterprises can present emerging technologies, pursue joint ventures, and gain strategic exposure in priority markets. These delegations may serve as a platform for forging and supporting cross border technology partnerships. Although these engagements can be resource intensive, they significantly advance ICPE’s practical impact when aligned with well defined objectives, clear timelines, and a structured follow up process to ensure that introductions and arrangements progress into concrete initiatives. Ultimately, the ICPE’s continued emphasis on enterprise advocacy complements its overarching vision of functioning as both a knowledge based institution and an implementing partner capable of fostering sustainable development within and across its Member States.
The ICPE engages in the activities of other international organizations, including its membership in the ITU Development Sector and observer status with both UNIDO and UNESCO. Moving forward, the ICPE will continue to collaborate with intergovernmental organizations (IGOs) such as FAO, OECD, and UNCTAD among others, as well as international financial institutions (IFIs), in seeking co-financing opportunities for its initiatives.

ICPE provides specialized short term training programs designed to build the skills and knowledge of government officials, policymakers, public sector managers and private entrepreneurs, and post-graduate students. These programs cover a wide range of topics essential for effective public sector management and entrepreneurship, including strategic planning, financial management, and governance.
CONVENING & ADVOCACY
ICPE is facilitating international cooperation and dialogue among its member states. This service includes organizing conferences, seminars, and workshops that bring together experts and stakeholders from various countries to share best practices and innovative solutions in their respective fields.

Recognizing the unique challenges faced by each member state, ICPE offers customized projects that are designed to address specific developmental needs. These projects are developed in close collaboration with the member country, ensuring that they are aligned with national priorities and development strategies.
