Public Enterprise is an international open-access journal published by the International Center for Promotion of Enterprises (ICPE). It provides a platform for research, policy perspectives, institutional experience and practical knowledge concerning public enterprises, public-sector governance and the relationship between public institutions, enterprise and sustainable development. Publications are assigned Digital Object Identifiers (DOIs) to support permanent identification, citation and retrieval.

Thematic Editions and Proceedings
The Journal places particular emphasis on thematic editions documenting the proceedings and substantive outcomes of ICPE conferences, expert meetings, programmes and institutional activities. These editions may include conference papers, keynote contributions, policy perspectives, presentations, case studies, conclusions and other materials arising from the respective event or programme.
Proceedings are reviewed and prepared for publication by the editorial team but do not undergo external academic peer review. Their publication as part of Public Enterprise does not imply peer-reviewed status.
Where appropriate, a thematic edition may also include one or more academic articles related to its central subject. Academic articles identified as peer-reviewed contributions undergo double-anonymous external peer review. The publication type and applicable review process are indicated for each contribution.
Calls for Papers
In addition to its proceedings-based thematic editions, the Journal issues calls for papers inviting original theoretical and empirical research within its areas of interest. Each call specifies the relevant theme, submission requirements and publication timetable. Following peer review, selected papers are published in regular issues or included in relevant thematic editions.
Areas of Interest
The principal areas covered by Public Enterprise include:
- governance, ownership, accountability and performance of public enterprises and state-owned enterprises;
- management, monitoring and performance-measurement systems;
- public-service delivery and institutional capacity;
- restructuring, privatisation and mixed-ownership models;
- public-private partnerships and relations with the private and third sectors;
- corporate policy and public policy relating to the enterprise and public sectors;
- innovation and digital transformation;
- corporate social responsibility and sustainability;
- economic diplomacy and internationalisation; and
- international cooperation relating to enterprise and public-sector development.
The Journal welcomes contributions from researchers, policymakers, public officials, enterprise managers, development practitioners, international organisations and other experts.

The thematic issue of the ICPE Public Enterprise Journal entitled “Implementing Economic Diplomacy and Internationalization” contains the proceedings of the 3rd International Conference on Economic Diplomacy and Internationalization organized by ICPE in partnership with the Ministry of Foreign Affairs of Bosnia and Herzegovina and the Foreign Trade Chamber of Bosnia and Herzegovina in cooperation with the Ministry of Foreign Affairs of the Republic of Slovenia. The thematic issue of the ICPE Public Enterprise Journal bearing the title »Integrated Management of Protected Areas« has been recently published in cooperation with the Association of Nature Parks of the Republic of Slovenia.
The publication offers a comprehensive background documentation for assisting ICPE member countries and interested partners in their efforts to find and develop adequate solutions for the establishment and integrated management of protected nature areas, as a tool for protecting and safeguarding biotic diversity and for ensuring that economic growth goes hand in hand with the need to protect and restore valuable natural heritage.

The articles of high-profile experts from Asia, Africa, Latin America and Europe and international organizations present different models of organization of the state ownership function and different philosophies regarding the role of public sector enterprises in the national economy.

The thematic edition of the ICPE Public Enterprise Journal is comprised of the proceedings of the international expert meeting “Future Challenges of Public Sector Enterprises” organized by ICPE on 8 November 2010 in Ljubljana (Slovenia).
The contributions of authors from Asia, Africa, Latin America and Europe, as well as international organizations representatives offer an insight into the future challenges of public sector enterprises.
The articles tackle the importance of the public-private dialogue for overcoming the difficulties raising from the economic, public and political nature of PSE activities, analyze the PSE corporate governance and social responsibility policy frameworks aiming to identify best PSE practices as benchmarks for evaluation and the positioning of public sector enterprises as one of the tools leading to global welfare and human development improvement in the new economic and social framework.
