Capacity Development
The International Center for Promotion of Enterprises (ICPE) boasts a rich tradition of offering capacity development programmes designed to enhance the skills and knowledge of individuals in the public sector, government administration, state owned enterprises, SMEs and graduate/postgraduate students.
The ultimate aim of our capacity development initiatives is to immerse participants in a milieu of best practices, providing them with vital knowledge and hands-on strategies to enhance productivity and performance within their professional spheres.
Our programs are meticulously designed to encourage innovative thinking and to equip participants with the agility and resilience needed to navigate and overcome contemporary challenges.

International Immersion Programmes
These programs offer a comprehensive educational experience for graduate and postgraduate students, delving into the intricacies of public sector management. Participants engage in a mix of academic learning and practical exposure, including visits to public enterprises and interactions with industry leaders. This immersive approach provides a holistic understanding of public sector dynamics, equipping students with the skills to navigate complex governmental landscapes.
Target audience: Graduate and postgraduate students.
Focus: These programmes are designed to provide students with exposure to good practices in public sector management and efficient public delivery in the EU, accompanied by theoretical framework relevant to the field of study.
Objective: To enhance understanding of the real-world application of their academic knowledge, focusing on management practices within the public sector.
Methodology: Students are immersed in international environments, allowing them to observe and learn from various EU practices. Interactive lecture sessions, case studies, and field visits form a core part of the curriculum.
Programme areas: Public Sector Management, Challenges of International Trade and Public Finance, Circular Economy in the EU, Innovation Ecosystem & Science in Promoting Sustainable Development, Telecommunications & ICT Technologies in Digital Transformation, and Impact of Artificial Intelligence and Space Technologies on Development.
Programme executing partners: Universities, research institutes, industry leaders in the ICPE Ecosystem of the Republic of Slovenia and the European Union.
Duration: 1 week – 4 weeks (hybrid/on-site)
Projected number of participants: minimum 30, optimum 50, maximum 70.
Transport: ICPE covers all local and international transport throughout the immersion programme and does not cover the airfare for arrival to and departure from the EU. ICPE facilitates the Schengen VISA arrangements for entry in the European Union in cooperation with the Government of Slovenia.
Accommodation and meals: ICPE provides a hostel accommodation including breakfast, inauguration and valediction luncheon. Lunches and dinners are available with hospitality service providers in Ljubljana and may be facilitated by ICPE upon request by the sending institution. Costs of lunches/dinners is borne by the participants directly to the hospitality service providers.
International Training Programmes
Executive Development and Management Development Programmes
These courses are designed for a diverse range of professionals, from public officials to business executives. They blend theoretical knowledge with practical application, focusing on contemporary challenges in public administration and management. The curriculum is dynamic, regularly updated to reflect the latest trends and practices in public sector management.
Target audience: Public officials, policy makers.
Focus: Tailored training courses designed to reflect the contemporary issues in public sector management in general and according to the specific requirements of sending institutions in particular.
Objective: To provide specialized training with innovative solutions for strategic decision making, based on the EU and national experience, enhancing participants’ ability to implement policies and strategies effectively within their respective organizations.
Methodology: Content development is based on an in-depth assessment of participant needs and complementary deliverables within the ICPE ecosystem, with a mix of theoretical and practical learning, and follow-up support for implementation.
Programme areas: Public Sector Management, Efficiency in Public Administration, Data Analytics and Digitalization in government, Transparency and Integrity Challenges in Government, Healthcare Sector Performance and Efficiency, Innovation and Change Management in Public Sector, Energy Access and Energy Poverty, Advocacy for Cross-Cultural Communication, Interreligious & Intercivilizational Dialogue, and Conflict Management and Prevention.
Programme executing partners: Governmental organizations, state owned enterprises, senior academics, professionals and practitioners within the programme area in the ICPE Ecosystem of the Republic of Slovenia and the European Union.
Duration: 1 week – 2 weeks (on-site)
Projected number of participants: minimum 20, optimum 30, maximum 40.
Transport: ICPE covers all local and international transport throughout the immersion programme and does not cover the airfare for arrival to and departure from the EU. ICPE facilitates the Schengen VISA arrangements for entry in the European Union in cooperation with the Government of Slovenia.
Accommodation and meals: ICPE provides a hotel accommodation (4*), single occupancy with full board.
Module-Based Courses and Workshops
These courses offer specialized learning opportunities, tailored to enhance existing professional education programs. They cover various aspects of public management, from policy formulation to administrative ethics. The courses are structured to provide in-depth knowledge in specific areas, helping professionals to augment their skills and understanding of public sector operations.
Target audience: Public officials, business executives, SME managers.
Methodology: Modular design allowing for flexibility, ensuring that the courses reflect the modern challenges in governance and management. Programme partners may include cooperation with other international organizations.
Implementation: Programme schedule, duration of the course, and other aspects of organizing a module-based course are determined in close contact with the programme partners.
Areas of specialization in the ICPE Ecosystem include: Accounting, Budgeting and Financial Management, Civil Registry, Doing Business in the EU, Governance in the Defence Sector, Public Service Delivery and Good Governance in Administration, Water Management and eGovernance.
Projected Duration: 1 day – 50 weeks. (online/hybrid/on-site)
